We recently upgraded couple of Domain Controllers for a client from Windows 2008R2 to Windows 2012 and while the rest looked well, we found that we were not able to open the GPMC snapin with the following error

“An error has occurred while collecting data for Administrative Templates”

The following errors were encountered:

Resource ‘$(string.ForwarderResourceUsage)’ referenced in attribute displayName could not be found. File \\Dc.Domain.com\sysvol\domain.com\Policies\PolicyDefinitions\XXXXXX.admx, line 17, column 178

Resource ‘$(string.AllowCredSSP)’ referenced in attribute displayName could not be found. File \\Dc.Domain.com\sysvol\domain.com\Policies\PolicyDefinitions\WindowsRemoteManagement.admx, line 15, column 114″

Solution

We were able to uncover the reason for the issue quite soon that the Admx and adml files on the server were not compatible with Windows 2012. The solution is to replace the ADMX files with the latest download from following location.
